Abstract :Dağılan Yugoslavya`nın Belgrat`a sadık kalan tek üyesi Karadağ da, 1997 yılından itibaren keskinleşmek üzere bağımsızlık arayışlarına girmiş, yapısal bazı olumsuzlukları bahane gösteren ülke yönetimi, yine yapısal sebeplerle bunu gerçekleştirememiştir. Karadağ`ın ayrılma çabasına en büyük sebep olarak Milosevic gösteriliyordu, ancak onun düşüşüyle birlikte bu çaba sona ermedi. Bu makale, 1999 sonu ve 2000 başlannda Karadağ meselesinin geldiği boyutları anlatmaktadır.
