Abstract :Özet: Katılım ve açıklık uygulamalarının ortak amacı, kamu yönetimiyle halk arasındaki mesafenin, halka dönük hizmet anlayışıyla ve yöneten-yönetilen etkileşimi sayesinde, asgari düzeye indirilmesiyle konumlandırılır. Ümraniye ve Şişli belediyelerinde, katılım ve açıklık uygulamalarının nasıl şekillendiği; katılım ve açıklık ilkeleriyle uyumlu bir kurumsallaşmaya gidilip gidilmediği alanda incelenmiştir. İncelemede, geleneksel kamu yönetimi anlayışının, belli oranda halen geçerliliğini koruduğu görülmüştür. Katılım ve açıklık konusunda, yasal düzenlemelere dayalı teorinin pratiğe tam olarak yansımadığı, bu incelemede ortaya konmaya çalışılmıştır. Abstract: Mutual theme of the participation and openness notions emerge from the claim that the distinction and distance between the governing and governed could be minimized via communication and interaction. We observe that conventional public administration understanding still protect the centrist-unionist-authoritative administration practices. It can be seen in this research that the theory of joining administration is not actualized; legal regulations don’t correspond the implementations. In the case of Şişli and Ümraniye Municipalities, how participating and openness implementations are formed, whether participation has happened or not is investigated in the field. Some of the critical results of the research can be seen in this paper.
