Abstract :The present administrative tutelage on local governments in metropolitan regions cause to undesired results. This research is aimed to constrain the legal and constitutional framework of administrative tutelage by means of European local legal control a posteriori. The charte of European local Authoritys Antonomy is also taken into consideration in this aim. Furthermore, a legal framework for a type administrative tutelage which is suitable for the conditions of Turkey is tried to be developed.
