Abstract :Local governments’ existence reason is providing efficiency and effectiveness in running public Services. For this purpose, central governments leave to secure all of the required conditions to local governments. Central government, for obtaining integrity and effectiveness in national administration, has right to control local governments in terms of ıvhether these agencies use their resources in a rational manner or not. However, this control must not make them inactive; it must be made only for obtaining “legality” in their activities and, tlıis control must not damage local governments’ autonomy. Unfortuııately, in Turkey, Central govenıment’s control over local governments has a harmful character in terms of their autonomy.
