Abstract :Following professional becoming of the football, it has been afore coming element of the sports which is are means of communication in spreading international friendship and brothership. As the football is an organization managed in a System, the club managers are applying penalties against disciplin disturbing attitudes of the players for the purpose of to produce a more positive result. The penalty decisions of the club administration boards have been taken under consideration together with the punishment necessity, to the public and civil laws. And the disagreements between the clubs are also considered from the point of the point of the legal rules to be applied.
