Abstract :There are ineffıcient working conditions caused by no definitions of parameters and criterion of performance on the public administration. Since it is well known problem to define the public interest, the determination of parameters for both government agencies and public economic enterprises is difficult. The difficulty of determination of parameters effects the determination of performance criterion as well Therefore, public administrators do not know which kimi of achievements will lead tlıem to success that is accepted by higher authorities. On this paper, the definition of public interest and the determination of performance criterion examined, and a model is proposed.
