Abstract :This study covers the emergence of deregulation, re-regulation, liberalization and fınancial globalization issues during the last two decades which arisen due to the increasing funding requirements of both industrialized and developing countries with current account and budget defıcit as well as infrastructure needs. In order to şort out the problem of this fund raising process which naturally embraces Turkey, this study not only stresses the grovving need of re-regulation which will be enable the financia); markets to function in a productive manner but proposes the ways and means of this progression as well.
