Abstract :The public interfere with general economy for adjustment of the distribution of income and economic stabilization, resource allocation. But the public interventions cannot be resulted in desirable conseqııences, in addition public interventions especially cause the distortions and ineffıciencies in general economy in Turkey. An economic System tvhich have not stability have as a matter of fact caused the developing of the hidden economy. The economic decisions which to be applied particularly since 1980’s is exposed to serious criticism as it has caused the appearance of the hidden economy.
