Analysis of the impacts of average speed enforcement on driving speed of university members in Türkiye

Abstract :In highly motorised countries around the world, average speed enforcement is a new and advanced technological approach that is growing in popularity. This paper investigates how a mobile average speed system affects speed on routes within the boundaries of a university campus. Firstly, the necessary system software and infrastructure were completed, and in the following 4-month period, before and after speed studies of the drivers were carried out. The first hidden (before) and the second announced (after) average speeds of drivers were measured on 11 different routes. The average speeds recorded in the before period were compared with the average speeds recorded in the after period. In this practice within the borders of the campus, only announcements and warnings were made to the drivers and no penalties were imposed. As a result, standard deviations decreased and average speeds decreased by 2.15 km/h (4.50 per cent), 1.81 km/h (5.10 per cent) and 4.50 km/h (8.35 per cent) on routes with 20, 30 and 50 km/h speed limits. 85% percentage speeds decreased by 4 km/h (6.50%), 3 km/h (6.70%), 3 km/h (4.70%). The rate of speed violations by drivers decreased from 69.38 per cent in the first period to 63.01 per cent in the second period. The proportion of vehicles obeying speed limits increased from 30.62 per cent in the first period to 36.99 per cent in the second period.Keywords : Ortalama hız uygulaması, Ortalama hız, öncesi/sonrası periyodu, Bağımsız örneklem t testi
