İnsanın bireysel ve toplumsal ihtiyaçlarının sağlıklı bir şekilde temin edilebilmesi için ortaya çıkan devlet otoritesinin bütün iş ve eylemlerinin hukuk normları tarafından belirlenmesi toplumsal yaşam için son derece önemlidir.
