Abstract :Disasters severely disrupt health communication, often leading to misinformation and reduced public access to reliable health information. Low health literacy further complicates crisis response. This study introduces the DIS-HEALTH Model, a strategic framework designed to strengthen health communication and health literacy across all disaster phases—before, during, and after the crisis. The model consists of four components: detection and diagnosis, education and capacity building, field implementation and intervention, and continuous improvement. It aims to support timely information flow, informed decision-making, and public engagement during emergencies. Importantly, the study highlights the need for institutional responsibility sharing and cross-sector collaboration. Effective implementation requires coordination among national health authorities, local governments, NGOs, and international bodies. A national framework is proposed to clarify roles and enhance cooperation.
