Abstract :Innovation plays today a very special role in the creation of the condition of individual economies. We can dare to say that they are ubiquitous, because innovativeness can be met both on sphere of economic, social or political, etc. It is obvious that the innovative capacity is determined by various factors, such as human resources, financial resources, and innovation policy and institutional environment. Good management and leadership can play an important role in public sector innovation.
