Abstract :Mali şeffaflık, hükümetin almış olduğu kararların, karar verme süreçlerinin, mali amaçların ve kamusal hesapların açık, gerçekçi bir şekilde kamuoyuna duyurulmasıdır. Globalleşme, finansal krizler, mali sistemde modernleşme eğilimleri ve yolsuzluklar mali şeffaflığı gündeme getiren önemli gelişmelerdir. Türkiye'de birçok ekonomik, mali ve siyasi nedenlerle mali şeffaflığın tesis edilmesi gerekmektedir. Bu amaca yönelik olarak, Maliye Bakanlığı, DPT, Hazine Müsteşarlığı ve Sayıştay gibi kurumlar çalışmaktadırlar. Bu çalışmada Türkiye'de mali şeffaflık düzeyinin artırılmasında yapılabilecek mali düzenlemeler analiz edilmektedir. The term "fiscal transparency" means the availability and openness of the decisions taken by the government together with the procedures under which they are taken as well as of the government's aims and accounts to the public. Globalization, emergence of financial crisis, increasing tendencies to modernization in fiscal systems, and corruption frequently witnessed by public are the events that have brought fiscal transparency to the agenda in the international field in recent years. it is necessary to achieve fiscal transparency in Turkey, too, due to many major economic, political, and fiscal reasons. Far this purpose, the Ministry of Finance, the State Planning Organization, Turkish Treasury, and the Turkish Court of Accounts have started several initiatives. This study analyzes the fiscal regulations to achieve fiscal transperancy in Turkey.Keywords : Mali yönetim
