Abstract :The correct selection of the project is a key element should the investment be the basic element of the social end economic development. The objective criteria and the technical methods are referred in the determination and the preparation of the investment project, respectively. Meanwhile, the objective crite-ria should be satisfactory and the methods employed should be based on the scientific principles. This is inevitable should the deployment of the limited resources be utilized in an optimum manner.
