Sanatsal kamu hizmetleri toplumsal açıdan çok önemlidir bu nedenle sanatsal kamu hizmetlerinin kültürel kamu hizmetleri başlığı altında düzenlenmemesi, özel olarak sanatsal kamu hizmeti adı altında düzenlenmesi gerekir
