Abstract :Local governments are the most subjected management units nowadays. One of the most important reason for this is that they give importance to the democratic values and they see public service human based, 21 ’st century’s management system is going to be based on local values and it’s said that centripetal management would be totally removed.The subject of this study is strengthening of local management and improvement of public relations of local management’s and changing of the management units that’s supported and trusted by whole society. In order to maintain this the public image that the local management units establish among the civilian communities and democratic heap organizations is very important.It is essential to use the various methods of public relations to form such an image.
