Abstract :In recent years, the content of \` Reinventing Government\` has been one of the most focus upon subject, however there has been divergences in terms of aims, method, content and ! philosophy. All the many studies were produced in the past years, It has become the most important subject of the 1990\`s m Turkey.The term ” Reinventing Government\` meaning the reorganization of public administration embodies both the central and the local administrations In the study, we have not only focused on what the term \` Reinventing Government\` actually means in the content of local administration, but also what It should mean from a historical perspective with referance to general trends in the world.Given the fact that local democracy is a key concept for the reorganization of local government, an analysis of the relations between \`local democracy\` and \` the organization of local goverment \` is a fundamental issue in our study. It is important the emphasize the fact that the principle of \`subsidiarity\` necessitates the participation in local , administrations. Since the objective and a philosophy of reinventing government is based upon such essential values, e.g.. human rights; democracy; the efficient rational and just allocation of public resources within the society. Therefore, Public Administration should give primary importance to the realization of these values. Moreover, the degree of the ; attainment to those principles should constitute the base of measuring the success of public administrators. This study aims to analyse the concept of \` Reinventing Government\` in above mentioned framework.
