Abstract :This article explores the concepts of transparency, accountability, and fundamental rights within the framework of Turkish administrative law from a public administration perspective. The study investigates how administrative practices in Turkey reflect and operationalize these principles, with particular emphasis on their role in strengthening democratic governance and citizen trust in public institutions. Methodologically, the analysis draws upon selected rulings of the Council of State (Danıştay), which serve as a key interpretive authority in shaping the contours of administrative law by thematic analysis. By examining these judicial decisions, the article evaluates the extent to which Turkish administrative law upholds the balance between state authority and individual rights, and how principles of good governance—such as openness, responsibility, and legal protection—are embedded in administrative practice. The findings highlight both the progress achieved and the persistent challenges in aligning Turkey’s administrative framework with the universal standards of transparency, accountability, and rights-based governance. Keywords : Şeffaflık, Hesap Verebilirlik, Temel Haklar, Danıştay Kararları, İyi Yönetişim, İdari Adalet
