EVALUATION OF THE SERVİCES PROVIDED BY LOCAL GOVERNMENTS TO MEET THE NEEDS OF SYRIANS UNDER TEMPORARY PROTECTION IN TURKEY

Abstract :The aim of this study is to examine the service delivery of local government units to migrants. In this direction, the study analyzed the services provided by Istanbul, Gaziantep, Şanlıurfa, Hatay, Adana, Mersin, Bursa, Konya, İzmir and Ankara Metropolitan Municipalities, which are the ten provinces with the highest number of Syrians, based on the data on the website of the Directorate of Migration Management, and subjected them to an evaluation. The services offered by these metropolitan municipalities were reviewed and evaluated through their websites. During the review, services were searched using the keywords “Syrian, migration, migrant, refugee, asylum seeker, and temporary protection.” The results show that since 2011, these ten metropolitan municipalities have provided various services to Syrians, with the nature of these services evolving according to emerging circumstances. In this context, while the services provided in the first years of the arrival of Syrians under temporary protection were mostly aimed at meeting the essential needs of all provinces, the recent services have varied across provinces. However, it was also found that these municipalities experience conceptual confusion regarding legal status, as revealed by the website review. Additionally, there is a lack of uniformity in the services provided.
