Abstract :The people who migrate from Afghanistan and do not plan to return are crossing to other countries through Iran and Turkey. Among the reasons for this migration, there are different factors such as the Taliban regime, education, political, economic, and democracy-related issues. Afghanistan is known as a country that has struggled with wars throughout its history. However, especially during the periods when the Taliban was in power, external migration increased. The expansion of international migration and the increase in illegal migration to other countries have led to violations of border regulations or visa conditions. Illegal migration triggered by economic reasons is carried out in order to enter the job market, employment, and to generate income, and can lead to various political, economic, and social consequences for the host country. However, the effects of this in Afghanistan may vary between different ethnic groups. Afghanistan hosts various ethnicities. A survey was conducted with 70 migrants in Iran and Turkey in order to investigate the reasons for the migration of ethnic Hazara citizens to the Hazara Region in Afghanistan and their decision not to return. This survey aims to determine the reasons for the migration and non-return of Hazara ethnic groups.
