Abstract :This study reviews the interrelated sets of changes that have major influence on higher education, today and for future. The changes occurred in last quarter caused change in the structure and function of higher education in the world. Neo-liberalism and international educational exchanges are some examples for these changes, but those changes brought about some ethical and political issues in higher education. The impacts of structural changes in higher education on Turkish education and other issues are discussed here
