Abstract :This study examines university incubators in Algeria supporting student startups under the 1275 bylaw, which permits final-year students to establish businesses. It aims to identify key performance indicators (KPIs) for these incubators and propose a research agenda for developing metrics to measure their impact on startup performance and sustainability. A literature review was conducted, synthesizing existing research on incubator effectiveness, entrepreneurial education, mentorship, and relevant policy frameworks. The analysis argues that entrepreneurial education and mentorship within Algerian university incubators enhance student startup performance and sustainability. Furthermore, the study establishes the need for specific KPIs and proposes a focused research agenda to develop metrics capable of empirically measuring the impact of university incubators operating under the 1275 bylaw on their supported startups\\\' outcomes. Keywords : Startups, University Incubators, Sustainable Development, Innovation, Entrepreneurship
