Abstract :The concept of human development is constantly evolving. Sustainable development and human development index was added to the development program. However, capitalist and neoliberal economic systems are not yet able to effectively provide sustainable human development. On the other hand, the mixed economic system implemented in the first years of the Turkish Republic and solutions prioritising human development have been successful. As a result of the changes made in and after these strategies over the years, the pace of progress has slowed down. Especially in recent years, it has not made enough progress in sustainable development and human development. Rural area spatial designs are one of the tools of sustainable development. Problems in their planning and implementation hinder sustainable development. Urban and rural spatial planning is one of the most important planning strategies among human sustainable development methods. Errors in maintaining such strategic master plans and subplans, complexity of management, disregard for local solutions cause national sustainable development to fail as well. There are quantitative inadequacies in rural area planning, which directly affects rural development. For example, the regulation of development areas, which has no plans, is not enough to protect the country\'s rural areas, maintain their original values and indirectly contribute to development. In this article, as an example, we analysed the planning and implementation process of the \"Sincap Evler, Istranca\" settlement Project, as it is an experimental application in rural planning. This project is a social entrepreneurship method and academic study product in Tekirdağ Province, Saray region, Safaalan Village expansion area. It is a rural settlement project made with a development plan specific to its location. One of the most important components of rural development strategies is the spatial design and implementation in rural settlements, it has a design and implementation approach based on \"protection - development - progress- sustainability\". The project is a model of implementation of rural spatial design with social entrepreneurship method. As a result of our analysis, we have seen that a settlement design has been achieved that protects natural values and adapts to local landscape values, and supports cultural sustainability and human development.
