Abstract :Balkan Savaşı, hem Osmanlı hem de dünya tarihinde yalnızca sonuçları itibariyle değil, harp tekniklerine getirdiği yenilikler bakımından da bir dönüm noktası teşkil eder. Öyle ki, bu savaş, cephe savaşının yerleşim yerlerine taşınması ve cephede savaşan askerlerin yanı sıra cephe haricindeki sivillerin de katılımlarıyla birlikte “modern harp mekanizması”nın ilk ve küçük ölçekteki bir örneği olmuştur. Balkan Savaşı esnasında sivil halk, ilk defa “askerî hedef” ve “düşman” olarak addedilmiştir.
