Abstract :‘City diplomacy’ is gaining ground in the rapidly urbanizing globalized world. With the end of the Cold War Turkish local communities got the chance to intensify relations with their counterparts in the Balkans. Today, Turkish local communities actively restore the Ottoman legacy in the Balkans, help the spread of Turkish language in the local schools, and organize mass humanitarian events. On the other hand, Turkish city diplomacy also faces serious challenges in the region and often is misunderstood and criticized for its actions.
