Abstract :ÖZET Kırsal alan kalkınma süreci, sadece ülkemizin belirli bölgelerine özgü bir yapılaşma değildir. Doğu ve Güneydoğu, günümüzde terör ve toplumsal şiddetin baskısı altında bulunmasından ötürü, üzerinde hassasiyetle durmamız gereken bir yöremizdir. Öncelik, Doğu ve Güneydoğu yöremize verilmek suretiyle bir milli kalkınma projesinin gündeme alınması gerekmektedir. Bir milli kalkınma projesinin uygulama alanına aktarılması, toplumsal düzenin yeniden kurulması zorunluluğu vardır. Anahtar Kelimeler: Kırsal Alan, Kalkınma, Göç, Yoksulluk. ABSTRACT Rural development doesn\`t only belong to some of the region of our country. Having problems of terrorism and social conflict, South-East region must be handled carefully. Firstly, it is necessary to prepare a national development program related to South-East Anatolia. Feasibility of a national development program and securing of social order are necessary. Key Words: Rural Area, Development, Migration, Poverty.
