Abstract :The end of the Cold War has revived interest in the concept of collective security. This is not surprising taking into account the fact that the end of earlier international rivalries, such as the Napoleonic Wars, World War I, and Word War II, witnessed similar efforts to devise institutional barriers to war, be it actual or potential, through measures of collective security.
