Abstract :This study, which has two interrelated sub-aims, examines the effect of local government policies on internal migration. The first is to find the answer to the question of ‘What is the effect of the components of local government policy on internal migration?’. The second is to create a policy package on internal migration management by obtaining insights based on primary data. In this context, the main aim of this study is to reveal the effect of local government policies on residents’ intent to migrate by examining the residents who desire to migrate in Turkey. The primary data are obtained by surveys from residents in the region with the highest in- and out-migration (TR1 region). The impact of local government policies on migration potential was estimated by using discrete choice models with primary data. The findings show that the local government’s planning and settlement policies, social security policies, and security policies have the greatest impact on the migration decision. These findings imply that local governments should focus on basic human needs while creating expenditure components within the scope of optimal population size in urban area.
