A Constructivist Analysis of The Concept of Security Communities with Reference to NATO’s Approach To Countering Terrorism in The Post-September 11 Era

Abstract :This article examines the concept of security communities and its relevance for collective security formations in the context of the post-Cold War era. Through a theoretical comparison, thanks to its emphasis on the process of identity building among like-minded states, the constructivism in its conventional form is assessed to be better explanatory forthe general situation in the aforementioned era. Based on this analysis, NATO’s evolution as not only a collective defense alliance but also a security community among its allies will be evaluated with reference to the creation of a collective identity in countering terrorism, in the post-September 11 era. In this context, the trilateral memorandum signed between Türkiye, Finland and Sweden for counter-terrorism cooperation will also be assessed within the framework of security communities.
