Strategic Outlook for Advancing Türkiye’s Defense Industry

Abstract :Türkiye’s geostrategic location in a rapidly evolving security environment presents both opportunities and risks, making the development of a robust and competitive defense industry a strategic necessity. This article employs qualitative document analysis, synthesizing open-source statistics, NATO and Turkish strategic documents, international databases, expert assessments, and sectoral reports. The study identifies notable advances in indigenous capabilities across land, air, naval, and space domains, supported by growing export diversification and NATO-compatible, cost-effective platforms such as UAVs, naval systems, and electronic-warfare assets. Nevertheless, persistent constraints include limited export-financing tools, challenges in talent retention, uneven cluster governance, and the need to scale dual-use innovation and broaden KOBİ participation. The analysis highlights that sustaining momentum requires a long-term strategy centered on strengthening public–private coordination, expanding financial mechanisms, investing in qualified workforce pipelines, and prioritizing dual-use technologies with measurable performance indicators. Deepening integration into NATO, EU, and partner markets through interoperable and affordable solutions will reinforce Türkiye’s competitiveness. The article concludes by recommending that future research establish benchmarks for capabilities, exports, and emerging technology adoption, thereby guiding both policy and industry in shaping Türkiye’s defense innovation trajectory.
