Abstract :Abstract This article examines the application of state modalities, from empires to nation-states to transnational state forms. The line of enquiry is whether the Eurasian Union, a nascent transnational formation, will evolve into a partnership or domination. Özet Bu makale, imparatorluktan ulus devletine, oradan uluslar üstü devlet model uygulamalarını genel hatlarıyla değerlendirip, XXI. yüzyılda “yeni uluslar üstü oluşumlardan biri olan “Avrasya Birliği’nin paylaşımcılığa mı; yoksa hükmediciliğe mi?” doğru evirileceği sorusuna cevap aramaktadır.
