Abstract :Bu çalışmada, Suriyeli sığınmacılardan kaynaklanan sorunlar ve bunlara yönelik çözüm önerileri ele alınmıştır. Bundan hareketle çalışmadaki temel amaç, 2011 yılında kitlesel ve zorunlu olarak Türkiye’ye gelmeye başlayan Suriyeli sığınmacıların, başta güvenlik olmak üzere, birçok alanda yol açtıkları sorunların ve tehditlerin kapsamını, toplumu ve devletin kurumsal yapısını hangi ölçüde etkilediğini ve söz konusu sorunların çözümü için neler yapılabileceğini göstermektir. Sığınmacıların önemli bir kısmının, Suriye’de kalıcı bir siyasi çözüm sağlansa dahi, “gönüllü geri dönüş” yapmayarak Türkiye’de kalmaları kuvvetle muhtemeldir. Bu çerçevede Türkiye’de sığınmacılara ve bağlantılı sorunlara yönelik hazırlanacak orta ve uzun vadeli projelerin kapsamı ortaya konulmaktadır. Çalışmanın ilk bölümünde sığınmacı/mülteci ve göç konusu, Türkiye’nin de yaklaşımı dikkate alınarak, kavramsal, hukuki, teorik ve güvenlik boyutlarıyla incelenmiştir. İkinci bölümde Suriyeli sığınmacılar sorununa dış ve iç faktörlerin etkileri, Türkiye’de ortaya çıkan güvenlik açıkları/sorunları bağlamında ele alınmıştır. Son bölümde ise Suriyeli sığınmacılardan kaynaklanan/kaynaklanabilecek sorunlara yönelik yapısal çözüm önerileri analiz edilmiştir. Anahtar Sözcükler: Türkiye, Suriye, göç, sığınmacı, mülteci, güvenlik   Abstract This study approaches the problems arising due to Syrian asylum seekers and solution  suggestions related to said problems. Accordingly the main aim of this study is to show  the scope of the problems and threats created in many aspects, particularly in the security field by the Syrian asylum seekers who have started to immigrate in mass and as an  obligation into Turkey in 2011, and how said problems have affected the community, and  the organizational structure of the state and what can be done to solve said problems. It  is possible that a significant number of asylum seekers will be staying in Turkey, and not  returning back to their country “according to their own will” even if a permanent political solution is provided in Syria. Within this framework, the scope of medium and long  term projects that shall be prepared in relation to the asylum seekers in Turkey and their related problems have been presented. In the first section of the study, the immigration  and refugee/asylum seeker have been examined in terms of legal, conceptual, theoretical,  and security aspects by taking Turkey’s approach into consideration. In the second section  the effects of the foreign and domestic factors against the Syrian asylum seekers problem  have been discussed in terms of the security flaws/problems that have occurred. In the  last section, the structural problem suggestions that have been provided in relation to  the problems that have risen or that may occur due to Syrian asylum seekers have been  analyzed.
