Abstract :Egemenlik ve meşruluk, önce kamu hukukunun, sonra da siyasal bilimin en çok tartışılan iki kavramıdır. Çünkü, doğrudan doğruya siyasetin özüyle, iktidar olgusuyla ilişkili sayılırlar. Tartışma kuramsal olarak kalmaz, uluslararası ve ulusal siyaset alanlarındaki her günkü olaylar dolayısıyla sık sık gündeme gelir.
