Abstract :The author of the article, Russia is protomemleketter in the face over the Kazakh Khanate in the Small and Medium separately. Russia applied by the administration of `divide and conquer` principle Kazakh Khanate did not allow for the continuation of the activity of the organism as a whole. This is a political system of deep evolutionary processes, a reduction in the traditional field of faith in the institutions of democracy, that is, institutions that want to bring destruction on the scientific substantiation.
