Norman Yoffee en erken devlet oluşumlarının despotlarca kontrol edildiği düşüncesine karşı çıkarak devletin yapısının günlük hayatın endişeleriyle evrildiğini savunmaktadır. Mezapotamya’dan başlayarak Asya ve Amerika’ya uzanan tahlillerinde toplumların şehir hayatını ve devleti oluşturmasını ele almaktadır.
