Abstract :Religion and politics are very important concepts for human life. As to be known, the most significant political problem is “legality”. Importance of our topic occurs in this point. For, religion has been exploited and manipulated to political legality in this frame through various periods. It has still been manipulated nowadays. Because of this, that predicament brings to light distorted mentalities and created injustice. Therefore, this topic is necessary to be researched very seriously. In this matter, the opinions of Muhammed Abid el-Cabiri were utilized. Cabiri have begun to discuss to read over again the Muslim history and tried determining bases of the problematic in this frame. He compared The West with The East experiences on this point. He dealt with concepts, even if from occidental or oriental political literatures. Hence, he created new concepts which had brought into being the meaning frame of Muslim political history; i.e. “tribe”, “creed” and “booty”. From this point of view, he has yielded the conclusion that the political mentality of contemporary Muslim world is bound to these concepts. Finally, he insisted onto the necessity that it be saved from aggression of these concepts. In this matter, he has definitely, suggested as a solution that the democracy should be appropriated
