Abstract :Muhasebe sistemi; karar, kontrol ve hesap verme süreçlerinin etkili çalışmasını sağlayacak şekilde kurulur ve yürütülür. Kamu hesapları ise, yönetim ve denetim yetkilileriyle kamuoyuna gerekli bilgilerin sağlanması amacıyla tutulur. Mali denetim; gelir, gider, varlık ve yükümlülüklere ilişkin hesap ve işlemlerin doğruluğunun, mali sistem ve tabloların güvenilirliğinin değerlendirilmesidir. Mali tablolar, mali denetimin odak noktasıdır. Bu amaçla, mali tablolarda yer alan kalemler arasındaki ilişkiler önemlidir.
