Abstract :Gerçekten de büyüklük ruhuna işlemiş, sürekli büyük kalmaya ve ilerlemeye endeksli bir toplumun, duraklamayı ve hatta gerilemeyi kabullenmesi kolay değildir. İşte Osmanlı, aydını, siyasetçisi, askeri ve hatta halkı ile bu bocalama dönemini yaşamış; dünyada yaşanan hızlı ve baş döndürücü gelişmeler karşısında doğu ile batı, kendi ile öteki arasında gidip gelmiştir.
