Abstract :Ben lise öğrencisiyken SBF’de okuyan ağabeyimden duymuştum adını, Ruşen Hoca o dönem onların Dekanıydı. Ben SBF’de lisans öğrencisiyken ise Ruşen Hocanın bize dersi yoktu, Fehmi Yavuz Hoca Şehircilik Dersi hocamızdı. Ders kitabımız ise onların ortak eseriydi. Bunun dışında da kürsünün hocası olduğu için Ruşen Hocanın çeşitli kitap ve makalelerini de lisans derslerimizde okuyorduk, ancak Hocayla o dönem yüz yüze tanışma şansım olmadı. Daha sonra ilk kez 1979’da Yüksek Lisansta Karşılaştırmalı Yerel Yönetimler Dersinde Ruşen Hocayla doğrudan tanışma ve çalışma şansı buldum.
