Abstract :Local governments, responsible for city management and the closest administrative units to the public, are made even more valuable by their ability to maintain direct communication with the people. Especially in recent times, changes and developments around the world have made local governments indispensable entities. Their responsibility for urban area management, the development of policies and services aimed at daily public life, decision-making, and the implementation of democratic values like representation and participation at the local level, all while meeting the community’s common and local needs equally without excluding anyone, highlights their connection with human rights. This is because the quality of these services delivered by local governments reflects the importance they place on human rights. In this context, the study aims to explain the relationship between local governments and human rights and to identify where human rights stand in the services provided by local governments. Another purpose of the study is to discuss the \\\"Human Rights City\\\" model, seen as the localization of human rights, by examining what it aims to achieve locally through example applications.Keywords : Yerel Yönetimler, İnsan Hakları, İnsan Hakları Kenti, Yerel Hizmet, Kent Yönetimi
