Abstract :At the beginning of the XIV the century, the Ottoman Empire was a small principality which came into being on the borders of Seljuk-Byzantine lands. After a short time from its beginning, this principality spread quikly in a wide geography and became a powerful state which would change the destiny of the history. The Ottoman Empire controlling a wide region, governed its subjects who came from different religions, cultures, languages and traditions in a just and successful way through the ages. Since the beginning, peoples from other cultures had a sympathy for the Empire because of justice and tolerance of the state for different religions. In this study, the institutions of the country dutied for justice, will be analysed.
