Abstract :European citizenship as it was first implemented by the Treaty Establishing European Union insert ignore into journalissuearticles values(1992); created a legal category for the nationals of Member States within the European Union. The European citizen, as a bearer of rights and duties, was equipped by a double loyalty: first stemming from her being a ‘national’ of her ‘Member State’ which had its historical and conceptual origin in the European nation-state and the second the new ‘created’ part of her identity that is the European citizenship which was later in Amsterdam announced that should not replace but complement her national citizenship. Every citizen of the European Union is therefore also a ‘national’ or a ‘citizen’ -or both- of a Member State.
