Abstract :ÖZET Günümüzde toplumsal yaşamın tüm alanlarında internet giderek artan bir önem kazanırken, internet ve demokrasi arasındaki ilişki de daha fazla tartışılır olmaktadır. Bu tartışmalar, kamusal alanda çok seslilik ile farklılıklara imkân tanıyan internetin “gerçek demokrasiye” yol açacağı veya böylesine özgür bir ortamın gözetim pratiklerini de otomatikman beraberinde getireceği görüşleri etrafında gerçekleşmektedir. Anahtar Kelimeler: Internet, Siber-Uzay, Sanal Cemaatler, Demokrasi, Gözetim. ABSTRACT While internet is gaining an increasing importance in all fields of social life, the relation between the democracy and the internet is also becoming more argumentalue. These arguments actualize around the visions of the internet which allows the polyphony and variety publicy, to cause “real democracy” or to bring the observation practices of such an independent environment automatically.
