Abstract :Yeni örgütlerin neden ortaya çıktığı sorunu, halen daha dikkate değer bir araştırma çerçevesini ifade etmektedir. Mevcut çalışmada, Kamu Denetçiliği Kurumu/Ombudsman Türkiye deneyiminden hareketle bir kamu örgütünün neden kurulduğu sorusuna, özellikle arşivlerden elde edilen ikincil veri kaynakları incelenerek cevap verilmiştir. Buna göre örgütlerin insert ignore into journalissuearticles values(özelde kamu örgütlerinin);; ulusüstü aktörlerin müdahaleleri, kamu yönetiminde değişen kurumsal mantıklar ile siyasi taahhüt ve vaatler gibi bir takım içsel ve/veya dışsal etkenler doğrultusunda kuruldukları belirlenmiştir.
