Abstract :The use a new conceptual approach in the development of the capacity of local communities, involves the use of the strategy “needs and availability” to address the specific needs and capabili-ties of each individual, rural organization in each locality. This article was prepared within the project “Capacity-building as a key factor in the sustaina-ble development of local communities”.
