Abstract :In this article it has been reviewed the need to harmonize the interests of energy producers, its customers and the general public both in current and in the long run and is based on special legislation, by an independent public agency. Тoday a topical issue of improvement of state regulation in the energy sector with giving the regulator status - independent remains actual issue.
