Abstract :Civilizational development of mankind requires deep scientific understanding. It is seen that human mind is dominating; knowledge and experience are accumulating, techniques and technologies, tools and methods of production and the role of man in the production process are radically changing. The grand effect of the economy does not depend on the number of people involved in the production, and the amounts of money spent, but depend on accumulated scientific, technical and technological capacity, which cannot affect by the nature and system of production, public relations, the organization and management of economic processes. This means that we must take a new approach to understanding and meaningful action to the new economic laws and regularities.
