Abstract :Capacity building means strengthening the knowledge, skills and attitudes to enable them to create and support the development of their community, region. People create and adapt local institutions. These people create and shape the policies and measures that support the development of their region. Capacity building is needed for all those involved in creating and maintaining community development, especially in rural areas.
