Abstract :Government budget remains as the main source of finance for healthcare sector in Kyrgyzstan. Mandatory health insurance system is not a pure “model of insurance”. Part of population working in private sector and some part of foreigners in Kyrgyzstan are not covered by the system of health insurance. The main reason of low quality of health services is insufficient wage and absence of modern medical technology. Old clinical protocols and other formal restrictions cause low quality of health services and diseases become chronical. Free health services are replaced by commercial services spontaneously. Principles of setting the amount of co-payment are not reasonable. Tendency of advantageous financing of inpatient treatment is continuing. Wages of doctors do to stimulate them to work in their profession. Stimulation of work is only within the wage payment. Government investment into health infrastructure in Kyrgyzstan is not planned.
