Abstract :The article is based on the analysis of the energy situation in the period of country`s independence and proves that such failures of energy policy as the collapse of the coal industry, the loss of positions in control of water and energy resources in Central Asia, premature restructuring and tariff policy that does not meet the economic principles had led to the energy crisis. The paper presents the characteristics of the energy crisis, and the causes of its forms among which disintegration, investment, financial, structural and human resources’ factors can be found. The need for crisis management in energy sector is substantiated
